Urine tests are usually used by law enforcement when a driver is suspected of driving under the influence of drugs.  This may be either prescription or non-prescription narcotics, including over-the-counter or illegal drugs.  Generally, urine tests are utilized where a blood test is unavailable for a particular reason, either because the officer is too far away from a medical facility or their is nobody available nearby who is licensed to draw blood.  In addition, urine tests may be utilized where a person has a medical condition such as hemophilia and a breathalyzer is unavailable.  Moreover, if neither a breath nor  a blood test is available, a urine test may be given in that circumstance aw well. 

Prior law required the highway patrol, sheriff or police to offer the driver the choice of a blood, breath or urine test.  Urine is no longer required to be offered to the driver.

Urine tests are generally considered the least reliable form of chemical testing.  The test only picks up the "metabolites" left in a person's system from the alcohol or drug that was previously consumed.  This shows a history of use, but does not indicate what the current level of alcohol or drug is in a person's system when the test was conducted.

As a matter of fact, the Bureau of Forensic Services, the scientific arm of the California Department of Justice (DOJ), has stated that quantities of drug(s) found in a person's urine sample are practically of no value whatsovever.
